The news of
neglected orphans exploded throughout the world in
October, 1990. TV networks exposed viewers to the
sights of abandoned children shown languishing in
dilapidated orphanages. Many rushed to Romania
hoping to rescue the children. The number of orphans
was estimated to be from 200,000 to 500,000, and no
one knew for sure how many of these horrible
orphanages existed, as many were tucked away in
remote villages.
In 1991, Fred and Karleen Dewey traveled to Romania
to explore the needs of the orphans. They were
shocked and heartbroken at the pitiful condition of
the babies, and the facilities in which all of the
children were kept. They knew that the Romanian
people needed more knowledge about how to care for
orphaned children, and that the country, and
orphans, lacked nurturing caregivers. The first
Loving Arms team traveled to Romania from Denver,
Colorado, in 1992. Most on the team were
professionals who specialized in treating children
with special needs. Later, teams continued to come
together, made up of concerned teens and adults that
wanted to go in to Romania and make a difference in
any way they could.
